As a result of the 4 resolutions from congress (asked by McKinley), Spain declared war on the U.S the three resolutions included declaring that Cuba should be independent, demanding Spain to back off Cuba, allowing the president to use force to get rid of the Spanish, the last didn't amount to war but settled the issue if Cuba should be annexed.

Yes. Interesting: the bloodiest war in American history, was the undeclared US Civil War. The least bloodiest declared war in US history was the Spanish-American War of 1898. Ironic because the SA War re-united Americans from the effects of the American Civil War (the Civil War had divided the American people). Such event wouldn't occur again until the 1960s, a full century later in Vietnam, and again in the '90s with Operation Desert Storm (President Bush Sr. would make the speech, "We have beat the Vietnam Syndrome, America is united again!").

President McKinley first pursued diplomatic channels to achieve Cuban independence, but Spain balked, fearing that a failure to defend the colony would trigger revolution in Spain itself. The U.S. then declared war on Spain on April 25, 1898, retroactive to April 21.
