It developed in after hours jam sessions from musicians who were all experts in 'swing' but wanted to create something new that would distinguish them from other players.

From the 1940's up to the present though "popular" isn't really the word that describes its public acceptance in the world of music performance. It has very limited appeal compared to Pop Music.

Mainly it was developed by Small Jazz group. Artists like Dizzy Gillespie, Charlie Parker, Thelonious Monk also played early bebop.
