The current English (and American) jury system began under William the Conqueror. When he conquered England, he redistributed the land. Still rather than have the previous owners furious with him, he arranged for an adjustment. To discover who had previously owned the land, he created juries of 12 men to determine previous ownership. After those juries had done their jobs, the juries remained to settle other civil issues.

When Henry II became King, he expanded the jury system with grand juries and petit juries. The petit juries were trial court juries. With certain tweaks, that established the system in use today.
