How were the Roman laws made?

The Romans enforced their laws by the urban police or the "vigilis" and they were made or enacted by the senate and the Roman people. After the establishment of the principate, the emperor "suggested" laws to the senate which always passed.

Well, necessarily. It isn't "who" enforced laws. But you have to identify which era of Rome are you referring to. During the Roman Republic, the Senate was really the chief and most likely passed laws. However, during the Roman Empire, the king/ruler enforced and passed laws.

The Roman laws were one of the unifying factors of the diverse empire. Although the Romans allowed local laws and customs to be kept, Roman law overrode them if there was a conflict between the two principles. It can be likened in a way, to the State Laws and the Federal Laws

in the United States.

In a nutshell, a proposal for a law would be brought up in the senate and debated. If there were an agreement and no tribune vetoed it, it was then passed on to the peoples' assemblies where it was voted into law. The senate itself, could not pass a law, but many times they got around this by passing "resolutions" which were de facto laws. Under the principate, the emperor would send a proposal for a law to the senate and have them give it their approval.
