Smaller States favored the New Jersy Plan. Mostly the northen, small population states such as New Jersey, New York, Conneticut, Massachusetts, and Rhode Island favored it because it gave them a fair vote.

Back during the time when this was debated, New Jersey was a smaller state and advocated for equal say for all the states. Smaller states advocated for the New Jersey Plan because they would have received the same number of delgates to the legislature regardless of the state's population.
