The Ohio State University was founded as a land-grant university which means that it was founded by the state of Ohio to reap the benefits of the Morrill Act of 1862. The Morrill Act stated that each state would be given 30,000 acres of federal land for each member of Congress the state had as of 1860. This land was to be used to build a public college that taught agricultural, industrial and military classes.
One of the most prominent people involved with the founding of Ohio State was Rutherford B. Hayes who was Ohio's governor at the time. Hayes insisted that the University be located near Columbus and so it was built near Columbus.

Ohio State's roots go back to 1870, when the Ohio General Assembly established the Ohio Agricultural and Mechanical College. The new college was made possible through the provisions of the Land-Grant Act, signed by President Lincoln on July 2, 1862.
The Ohio State University was founded in 1870 as a land-grant university in accordance with the Morrill Act of 1862 under the name of the Ohio Agricultural and Mechanical College. The school was originally situated within a farming community located on the northern edge of Columbus. While some interests in the state had hoped that the new university would focus on matriculating students of various agricultural and mechanical disciplines, Governor Rutherford B. Hayes foresaw a more classic, comprehensive university, and manipulated both the university's location and its initial board of trustees towards that end. Later that year, the university welcomed its first class of 24 students. In 1878, and in light of its expanded focus, the college permanently changed its name to the now-familiar "The Ohio State University" (with the article "The" as part of its official name).
