I propose that George Straight has had more, with 55 number 1 hits (according to wikipedia) while Paul McCartney has only had 53 number 1 hits (29 in the US and 24 in the UK - also according to wikipedia)
The Beatles (23 in Australia, 23 in The Netherlands, 22 in Canada, 21 in Norway, 20 in the U.S., and 18 in Sweden), they could easily have had even more number ones, but they were often competing with their own singles. For example, "Penny Lane" and "Strawberry Fields Forever" were released as a "double A"-sided single, which caused sales and airplay to be divided between the two songs instead of being counted collectively. Even so, they reached number two with the singles. They even managed to hold separate releases by themselves off the top of the British chart in 1967 with "Hello Goodbye" at number 1 and the Magical Mystery Tour E.P at number 2. George Strait has over 50 number one hits. Many people site the Beatles as having the most number ones, and recently Mariah Carey surpassed Elvis.
The Beatles had 20 #1 hits, Elvis had 17-18 depending on the source, Johnny Cash didn't have any.
Below is an older list. Add George and Mariah.
However, of all time, here's the top ten of singers with #1 hits (Beatles not including since they are a group):
1. Bing Crosby: 41 #1 hits
2. Paul Whiteman Orchestra: 32 #1 hits
3. Guy Lombardo and his Royal Canadians: 32 #1 hits
4. Byron Harlan: 24 #1 hits
5. Arthur Collins: 24 #1 hits
6. Glen Miller: 23 #1 hits
7. Al Jolson: 23 #1 hits
8. Billy Murray: 18 #1 hits
9. Tommy Dorsey: 18 #1 hits
10. Elvis Presley: 18 #1 hits
