But another user can put different answer that is correct. But sometimes, it's the other way around. But eventually the correct answer comes up.

We are a legitimate website, yes. The answers are usually correct - though, since anyone can answer, you do run the risk of getting someone who just doesn't know what they're talking about! The ouija board can give correct answers, but it can also give incorrect answers, and jumbled up answers. There is no yes or no answer for this question, because the board is capable of both being correct and incorrect to questions that are asked.

WikiAnswers accepts answers from anyone who comes to the site. Obviously someone got the answer wrong... but that is the beauty of the site. We also allow people to correct those answers. If you can't do it yourself, flag it or tell a supervisor. We want to fix what is wrong, but we need people to help us find the mistakes.

Why are people who do not know the difference between too two and to allowed to give answers on your website?
Because we allow anyone to ask and answer questions on our site, and don't want to discriminate against people who have great answers because of any differences in expertise about grammar, spelling, etc. We also allow anyone to correct grammar and spelling errors, so hopefully things get fixed behind the scenes as we go.
If you are referring to why it is hard to find questions with the right answers on wiki.answers it is because anyone, and everyone, has the ability to answer questions on this site. Sometimes kids come on to this site and write bogus answers because they think they are funny. The people who do answer the questions here try really hard to answer them correctly and with detail, and try to correct the wrong answers.
Set up the ratio in this form: (number of correct answers / total number of questions) x 100 Since there are 42 questions total in a test, we have: (number of correct answers / 42) x 100 Whatever number of correct answers the student has on a test, you compute the grade for him/her. For instance, if you have all correct answers, then we have: 42/42 x 100 = 100%
