Logical answer:

When our ancestors first realized they could take the skin off animals and use it to keep themselves warm was when humans first invented clothes. We don't know the name of the first person who thought of it.
Clothes were invented far before history was recorded, unless you believe in The Bible, which would put God as the first inventor of clothes. He covered Adam and Eve when they became ashamed of their nakedness.

The earliest homo-sapiens probably wore clothing of animal skins as protection from the elements , insects, thorns etc. It was not out of modesty, culture or fashion.
