Secularism as a governmental phenomenon came out of the Renaissance and was used to leverage the Catholic Church out of politics, where it had had a very strong role prior (in the Dark Ages). It was embraced by a number of European leaders to varying degrees, primarily because it gave them a way to assert more independence from the Catholic Church without losing face.

It is not an invention. Secularism has been around longer than religion.
