It doesn't really say anything about her appearance, since she's more of a background character. They do mention, though, that she cried when Steve got sent to jail, so that means she loves him.
Don't worry, I had the same dilemma. I'm writing a fanfiction and Evie's in it, so the fact that she's not described in the book gave me some trouble. She probably dresses like a regular greaser girl, I guess, since she's with Steve. Yep, short skirts and pounds of makeup for her.
