He probably is, but not directly. Harry's father was a pure-blood which means he probably was related to the pureblood family Black in some way. In the Black Family Tree a man named Charlus Potter married someone called Dorea Black. It is possible that these are his grandparents or other relatives, but it has never been confirmed.

Harry is, however, related to the Blacks by marriage, since he married Ginny Potter. Ginny's mother, Molly Weasley (nee Prewett), is the niece of Lucretia Prewett (nee Black) because her father and Lucretia's husband are brothers. However, Molly is not related to the Blacks by blood.
