Well depending on how you train either the strength could go either way. But just for the record even if you max out there strength Dragonite has a higher defence and special defence soRayquaza couldn't even hurt it.

∙ 12y agoFlygon is a good Pokemon. Its resistance to Stealth Rock is a major thing, that would hurt other dragon kin round about 25% and he has good amount of resistances and immunities. But main downfall is, hes out classed by many of the dragon Pokemon you can get i.e. Garchomp and Dragonite.

∙ 14y agoDialga is better because Dialga is a legendary Pokemon. When Dragonite uses a Dragon type move its regular to Dialga because Dialga's type is Dragon and Steel. So its Super effective to Dragon type and not very effective to Steel type.
