Over short distances, the average cat is faster than the average dog. Over long distances, the dog will usually win.

This traces back to the hunting habits of their wild ancestors. Wolves hunt in packs by running their prey down; wild cats hunt alone by pouncing upon their prey.

It actually depends on the cat you think of, leapords are faster than wolves but normal house cats are not. I could list the rest of the cats family and say if they're faster or not but I'm not going to spend that time in doing so.

Though this cannot be proven directly, the land speed of a fox is faster than the land speed of a cat, so a fox is faster than a cat.
