He is the leader of the Equalists, which is a group that is against bending in Republic city.
He told everyone that he lived on a farm when he was younger and all his family members were non-benders. One day his family was harassed by a fire-bender. When Amon's father tried to defend his family the firebender killed everyone accept Amon. The fire-bender ended up scarring his face and now he wears a mask.
Now as the leader of the Equalists, he and his followers have made it an obligation to rid the world of bending. His first appearance is made in episode one "Welcome to Republic City".
However, what he told everyone was not true. He was born as Noatak and was a Northern Water Tribe bloodbender. He was the son of the crime boss, Yakone, who was also a bloodbender until Avatar Aang took away his bending. His younger brother is Tarrlok, the former councilman. Yakone taught his sons bloodbending for revenge against the Avatar.

∙ 11y agoIt is Noahtok, Tarlok's brother who is also a water bender and blood bender and his blood bending is more powerful than Tarlok's which is why Tarlok couldn't blood bend him on episode 9 "Out of the Past" He takes people's bending away using blood bending. This information was revealed in episodes 11 " Skeletons in the Closet" and episode 12 " Endgame" (Final episode)

And if your wondering who is Tarrlok's and Noatak's father, it is Yakone.

∙ 11y agoIt's aang! Think about it. Korra can't learn airbending because only the avatar can learn all four elements. Anyone can learn three elememts. And only the avatar can energy-bend. The war was started because of bending and Aang is trying to bring peace and take away all the bending.
