The Operations Section Chief is responsible for establishing tactics for the assigned operational period. The Incident Commander (IC) and any Planning Chief will determine the overall objectives and priorities and will coordinate the Incident Action Plan with the Operations Chief, among others.

A Incident Command System (ICS) usually relies on the Incident commander to determine proper incident protocol. In the event the commander is predisposed, the safety officer would be the best alternative choice.

Under ICS (Incident Command System), the Incident Commander (IC) is ultimately responsible for establishing tactics and for establishing the IAP (Incident Action Plan). The IC is in the Command Section.

If the incident is large enough, however, then the IAP would be established by the folks in the Planning Section. This plan would still need to be approved by the IC.
