The Peloponnesian War was a conflict spanning nearly three decades; dozens of generals were elected during this time on both sides (Sparta and Athens) and so this question needs to be more specific. However, Pericles is considered the greatest Athenian general of this period, being both a military strategist and a impressive orator. He had encouraged war between Athens and Sparta in the belief that if won, Athens would finally dominate the whole of Greece. However he never saw his dream fulfilled as he died of the plague which ravaged Athens in the early stages of the War.

Their primary function was to command elements of the army and navy for various tasks.

Each of the ten demes elected a general, and as the lives of the people, who were also the soldiers and sailors, depended on their competence, they were careful to elect only competent leaders. In contrast, magistrates and other functionaries were selected by lot, which gave no guarantee of their competence, so when the citizen assembly decided on some action to be taken (military or non-military) it usually had the rider 'the generals are to see to it'.

Sparta had two kings simultaneously as war leader so that if one had to lead an expediton there was his co-king at home to defend it. As the Peloponnesian War lasted from 431 BCE to 404 BCE, there were several kings. The kings during the Peloponnesian War were Pleistoanax, Pausanias, Archidamus II, Agis II.
