Not everyone is going to agree on this, but most Americans would probably say Osama bin Laden, who caused the terrorist attacks on the Twin Towers on September 11th, 2001, but a case could be argued for Saddam Hussein and anyone who does acts of violence against other nations.

Terrorists and terrorism depends on your point of view. Many people believe that the west in general are terrorists. The leader of the west, in their view, would be the best known, the most famous (or infamous) of western ideals.
There are many people that were classed as terrorists by various factions, nations and states, who are now seen as saviours and 'freedom fighters'.
Terrorism is used to because the people that employ it do not have political power, they have to resort to other means. What may be considered as terrorism by one may be called patriotism by another.
If you win you are not a terrorist and the powers that be will embrace you. There are ample examples of this.
