Despite what other sources may say about Terry Nation, he only created the Daleks (Which was, to be honest, an important factor in the show lasting beyond a year and it was only the second serial) but the 'Creator' while not particularly credited to a single person, is usually said to be Sydney Newman, although others in the BBC, such as CE Webber and Donald Wilson

Doctor Who was created by television producer and writer Sydney Newman, along with writer C. E. Webber and head of drama at the BBC, Donald Wilson. They collaborated to develop the concept of the show and bring it to life in 1963.
