No, they don't. Once you flip a switch it is on. Some Jedi (or anyone who can use the force) build their lightsaber with the switch on the inside of the lightsaber so no one can use their own weapon on them without opening themselves in the force.

You do not actually get a lightsaber. When you are on the RAS Prosecutor, campaign level "Alone", before you blow up abarricade look to your right and find the vent, which you probably have to blow open. Go inside it and turn to your right, I think, and go to the end of the shaft. The lightsaber should be there and a trooper corpse. It has been thought that the trooper may have tried to use it. The only perk to finding the saber is that you hear yourself say something like "An elegant weapon for a more civilized time. Heh. Well...times have changed." (You don't actually get to 'get a lightsaber'). Sorry, though it'd be really fun to use one during the game. :)
