The actual answer depends on the increasing demand and pressure to end it. Commercial whaling was banned in the 1980s but countries still hunt whales for 'scientific research' however countries like Japan have exploited and have court cases which say that what they're doing is illegal. The biggest problem is the lack of enforcement to protect the whales. There is range of laws and regulations that should protect whales and prevent the amount of whales killed annually such as: Antarctic Treaty, Southern Ocean Whale sanctuary, Ban on Commercial Whaling, EU regulations on fishing and hunting in EU Oceans. These laws and treaties are only as effective as they are properly enforced.
