If by "Star Spangled Banner" you mean the United States flag, then the answer is that Betsy Ross is credited as having created it, however, it was never called that. It was actually given the less prosaic moniker of "The Stars and Stripes Flag".
If you mean the song that the United States of America calls its' national anthem, the answer is a bit more complex.
The lyrics are actually excerpts taken from a poem called, "Defence of Fort McHenry" by Francis Scott Key who wrote it in 1814 after witnessing the british bombardment of Fort McHenry during the battle of Baltimore in the war of 1812.
Soon after, the lyrics were set to a song called "To Anacreon in Heaven", a very popular melody to set poetry to, which was composed as early as 1760 by an unknown member of the Anacreontic society, but is attributed to member John Stafford Smith.
The song was a popular patriotic song, but was not instituted as the national anthem until 1931.
It has at least four verses, but commonly only the first one is sung (or even known) by most americans.
