No one named it the White House, but it happened after the burn marks were covered by white paint after the British burned it in 1812. To paint a house in the 1800's was very expensive and a whole house painted white would have stood out in undeveloped Washington DC. People began to refer to it as the "White House" so it came in general usage.

No one named the White House. After it was burned in the War of 1812 by the British white paint was used to cover the burn marks ( these are still there and can be seen when the paint is removed) so people began to refer to the house as the "White House." In the 1800's houses were not painted because paint was very expensive so to have a whole house painted white was unusual. It would have stood out against the undeveloped Washington DC and it was a normal thing for people to use the reference of the "white house" when asked about it. Thus, it stuck.
