To paint a house in the 1800's was very expensive and a whole house painted white would have stood out in undeveloped Washington DC. People began to refer to it as the "White House" so it came in general usage.

In the 1800's houses were not painted because paint was very expensive so to have a whole house painted white was unusual. It would have stood out against the undeveloped Washington DC and it was a normal thing for people to use the reference of the "white house" when asked about it. Thus, it stuck.
