According to Mike Holmes, much of the show's labour force volunteer their time (I imagine being seen on a nation-wide TV show offsets any lost wages) and they receive a lot of products through sponsors and whatnot. The home owners pay some, insurance covers some or if they run out of money, the show covers whatever is left. Of course, it's obviously far, far cheaper than getting a regular contractor since so much time and materiel is donated.

Holmes on Homes has been reincarnated as Holmes Inspection. Mike Holmes goes into an owner's recently purchased home and finds any of the problems the original home inspector (if there was one) missed. From what I understand the major fixes are up to Damon Bennett and Crew while Mike leaves the minor things for the homeowner themselves. Mike is not seen a lot in this series, it seems to focus more on Damon and The Crew. They are presently gearing up for season three.
