James Gadsden (1788-1858) qualifies as such.
The United States paid Mexico 10 million dollars for the Gadsden Purchase, which included about 29,670 square miles of territory in what is now southern Arizona and southwestern New Mexico. The purpose of the purchase was to acquire land for the construction of a transcontinental railroad.
It cost over 50 million dollars for Mexico, over 16,000 casualties plus half its territory.
California was not bought from Mexico but was part of The Treaty of Guadalupe Hidalgo that was signed on February 2, 1848 after Mexico was defeated in the Mexican-American war (1846-1848). The US received a large amount of land and Mexico received $15 million dollars at that time (about $400 million today). In fact the treaty even avoids mentioning the states and simply redefines the new boarders.

Utah Territory wasn't formed from any state. The land was purchased from Mexico and simply called "Mexican Territory" previously.
After the war between the US and Mexico was over, Mexico was left defeated and weak. President James K. Polk decided to get these two areas from Mexico in return for 15 million dollars. Later, in the Gadsden Purchase, the US bought present day Arizona and New Mexico.
