Capulet's Ball is open to everyone except the Montagues (the family which has a traditional enmity with the Capulets). When Tybalt (a Capulet) realises that Romeo (a Montague) is at the Ball, he wants to start a fight.
But Old Capulet (Juliet's father) tells Tybalt that it is a party, and that Romeo seems a nice enough fellow. Tybalt is very angry that he has been prevented from starting a fight.
But it isn't so difficult to work out who Romeo is. At the end of the party, when the guests are starting to leave, Juliet asks her nurse to find out who the young man was that Juliet has been talking to. It takes the nurse a few moments to ascertain that it is Romeo - but only a few moments.
Juliet's cousin Tybalt recognized Romeo and pointed him out to Lord Capulet.

If I remember correctly it is the Capulet party, and is the only party in the whole play. Of course, by me saying that, the reason Romeo thinks it's a bad idea is because it is the Capulet's house.

The montagues themselve were not invited. Romeo sneaks himself onto the Capulets guest list when on the the Capulets illiterate sevants asks ROmeo for help reading the list.
He certainly gets seen, although he is wearing a mask so he is not recognized by his face.
Benvolio and Romeo went to the Capulets' party with Mercutio and other friends.
He crashed the party. He wasn't invited.

When Romeo arrives at the Capulets' home, he is invited inside as a masked guest at the masquerade ball. He is not recognized by the Capulets or their guests, which allows him to interact freely with Juliet and eventually leads to their fateful meeting.
