Depends on what the relations with that country are. Usually, it will be an ambassador. If relations are not so hot, but an embassy is still maintained, and charge d'affairs may be used in place of an ambassador. In countries where no embassy is maintained (Cuba, North Korea, Iran), an interests section will be set up with a foreign embassy, who will act as the protecting power (usually, a neutral embassy, such as Sweden, but the protecting power in Iran is Australia, IIRC).

members of the US diplomatic corp. If the US has an embassy in Another Country, then as a rule, they asign an Ambassador to the embassy. This person is usually the spokesperson on behalf of the US goverment. The embassy is considered a part of the US, and would be treated as such.
