To go a bit older than 1964: according to the Oxford dictionary in quotations, on the 6th November 1605, Guy Fawkes is reputed to have said
"The desperate disease requires a dangerous remedy"... which is very similar to "extremis malis extrema remedia".

Maybe he said it, but originally it is an English proverb: "Desperate times call for desperate measures."
No one knows who first said this - it is just a proverb that has passed down to modern times.
