Canada is not ruled by any one person, but instead the party which gains the most amount of seats in a general election. The leader of the party that wins the largest number of seats in the House of Commons (lower house) becomes the Prime Minister, who basically becomes the leader of the federal government. Right now the Prime Minister is Steven Harper.

Canada is not technically ruled by anyone, the queen is affiliated with Canada but she does not rule Canada. A prime minister is like a president which is the closest to ruling in Canada.

Not the Queen. Most Canadian believe they are ruled by a Queen and their parliament answers to her Governor General but it isn't true. We are ruled by a government of our choosing.

When was Queen Elizabeth the ruler of Canada?

The current Queen was never the ruler of Canada. Even the slightest such comment from her would have created a Constitutional Crisis particularly after the Balfour Declaration of 1926. If the Queen or Britain wanted anything from Canada they would do so through their Ambassador called a High Commissioner. The Governor General in Canada does not answer to QEII, or any Queen other than the ceremonial one on Canadian paper. The Governor General fulfills a ceremonial role for the Canadian People and our elected representatives via the Prime Minister of Canada. Though many do long for the days when we answered to Britain, our political references to the Queen and Royal stations are ceremonial only. Canada is independent from Britain politically.
