Adams was elected by the House of Representatives in accordance with the procedure specified in the US Constitution to be used whenever no candidate receives a majority of the electoral votes.

At that time, just after the era of good feelings, we did not have one or two political parties whose popularity dominated over the others. Presidential nominees included two from the National Republican Party, one from the Democratic-Republican Party, and one from the Democratic Party. So it's not surprising that none of the four major candidates was able to get an absolute majority of electoral votes. Andrew Jackson had both the most popular votes and the most electoral votes in 1824 but that only served to make him one of the candidates in the House election.

There was a lot of political maneuvering. Henry Clay who finished fourth was dropped from consideration, but he still had influence over the states he had won and he supported Adams even though he was from KY and might be expected to side with his fellow Westerner, Jackson. Adams won the election and appointed Clay as his Secretary-of-State, a position which at that time was considered to be a stepping-stone to the Presidency. It looked as if Clay had traded his votes for the appointment.

Andrew Jackson, William Crawford and Henry Clay all received electoral votes along with Adams. Clay had the fewest and so was dropped from consideration when the House voted. Andrew Jackson got the most votes, but did not have a majority so the House decided the election and gave the win to Adams who was second.

The House of Representatives elected Adams in 1825 after the electoral college vote did not give a majority to any candidate. Jackson got the most votes, but three other candidates also received enough votes so that Jackson lacked a majority. Adams came in second in electoral votes and the House chose him.

Adams really did not have much of chance in 1828 against Jackson. Adams was elected by the House in 1824 even though he came in second to Andrew Jackson in both electoral and popular vote. The power base in the country had shifted. The population had continued to shift towards to West, so he had a larger political base .
Moreover, Jackson was an attractive public personality. He was a national hero as commanding general at the Battle of New Orleans People in the western US found him more easy to identify with that the pompous Bostonian Adams.
Furthermore, With the help of some able supporters, Jackson had set up an effective political machine since his defeat in 1824. Newspapers that favored him had kept up a constant barrage of criticism of Adams. Also Jackson went to Washington as a US Senator and had some first-hand influence there which he did not have in 1824.
