There was uncertainty concerning the new status of Harrison's Vice President, John Tyler. Powerful Congressional and Cabinet leaders insisted that he was merely Acting President however Tyler insisted that he was President of the United States in every capacity even going as far as taking the extra-legal steps of being sworn in and giving an inaugural address. The showdown threatened to create a Constitutional crisis and Tyler's opponents eventually backed down rather than risk political chaos. Twenty-four years later when Lincoln was assassinated, The accession of the Vice-President to the Presidency was accepted as a de facto truth despite the fact that it had never been formalized into law and would not be until the 25th Amendment was adopted in 1967.
Booth's conspiracy included not only the assassination of Lincoln but also Vice President Andrew Johnson, Secretary of State William Seward, and according to some evidence, General Ulysses S. Grant.
