was the President of the United States of America at the time that construction of the Berlin Wall began (13 August 1961) began. Kennedy was sworn in as the 35th US President at noon on January 20, 1961.

In East Germany, there was no President, as the position had previously been abolished by ruling Socialist Unity Party. The leader of East Germany was Walter Ulbricht, and his title was "Chairman of the Council of State of the GDR". (GDR meaning "German Democratic Republic".)

In West Germany, Heinrich Lübke was " Federal President" (Bundespräsident)

In the USSR (the "Soviet Union"). the leader was Nikita Sergeyevich Khrushchev, serving as General Secretary of the Communist Party of the Soviet Union, AND as Chairman of the Council of Ministers.
