In August 1920 the 19th Amendment to the Constitution was ratified giving women the right to vote in Presidential elections. This was the first year that all women in the US were allowed to vote. Several states in the West allowed women to vote before 1920, beginning with Wyoming in 1869.

Harding was elected the first time that women voted in a US presidential election. Some people said he won because women liked his looks.

The above actually is not true. While Harding's election in 1920 was the first election held since the constitution was amended to allow women the vote, the technical truth is that individuals, men or women, do not actually vote for president in the US. We vote for electors, who in turn, vote for the president. Some states, beginning with Wyoming when it was admitted into the union in 1890, allowed women the vote, including the right to vote for presidential electors. By 1912 eleven states allowed women to vote for presidential electors, making them a significant constituency for Woodrow Wilson that year. This might explain the increase in social legislation proposed by the executive branch at that time, particularly the elimination of child labor. So the real answer would be Grover Cleveland in 1892.
