Nobody in particular was specifically deemed responsible for the sinking of Titanic but the British Inquiry DID use the opportunity to place a little scapegoating on the DEAD guy, Captain Smith.
basically the captain was tired so he put the "assistant" in charge and then the assistant was getting tired but other ships were sending out messages of an ice berg but he just sent "shut up!" back at them. the captain only got "in trouble" because he left the ship in a life boat and the proper way is to let passengers leave first and the captain is the last to leave-if he can make it. its considered being the better person and he didn't follow that. he got arrested for it too.
