That accolade belongs to F J Haydn, who was the composer chiefly responsible for developing the symphony from what it was in the early and middle years of the 18th century (a type of lightweight 'entertainment' music) to what it had become by the second half of that century (one of the most powerful, subtle, and imaginative forms of musical expression ever devised). Haydn wrote over 100 symphonies, but that is not the reason for his being dubbed 'the father of the symphony'. It was the quality of his work in that area, not the quantity, that was significant.
