The Provisional Government tried to continue to fight the Germans in WWI. The Russian people were heartily sick of the war, which gobbled up Russian peasants by the million. This sort of leadership, which was so profligate of the lives of Russians and so expansively incompetent, was the prime motivating factor that led to the deposition of the Czar in the first place. When the Bolsheviks toppled the Provisional Government, they did not make the same mistake, and were going to make peace with Germany at any price, the price ultimately being a huge chunk of western Russia (retrieved and returned by the victorious Allied Powers at the Versailles Conference) and a near alliance with the former enemy Germans.
Russia was not as industrialized as the other Nations fighting, 2/3 of it's population were peasants, proletariat were exploited, and they had revolutions and changes of governments (Tsar Nicholas II, then Provisional Government, then Lenin who stopped the war).

After Nicholas II was arrested, the politicians in the Duma decided to give a lead to Russia. They set up the 'Provisional Government' until elections could be held later in 1917 for the 'Constituent Assembly.' The Constituent Assembly was intended to write a new constitution to govern Russia under a democratically elected government. The Provisional Government was not very effective and did not satisfy the revolutionary demands of the soldiers, workers and peasants. When the Provisional Government lost the support of the people, Lenin and his Bolsheviks took power from the Provisional Government. The Bolsheviks survived the Russian Civil War and retained power from then on.
Between March and October of 1917 Russia's provisional government was made up of revolutionary forces. The army leadership felt they did not have the means to stop the revolution.

There were many provisional government. China has a provisional government after the Wuhan incident on the October 1911 incident and a full fall of Qing Dynasty in 1912. Russia had a provisional government after a February Revolution in 1917 which was not a planned incident.So which country's provisional government are you talking about. If Russia, then the Bolsheviks led by Lenin and Trotsky had caused an October Revolution that overthrow the provisional government and set up a communist government.If China, then I am not too sure.
