Czar Nicholas II was the ruler at the beginning of World War 1.

Then he was overthrown in the February Revolution and the Provisional Government took over. Prince Georgy Lvov was head for three months then Alexander Kerensky took over.

In the October Revolution that same year the Provisional Government was overthrown by Vladimir Lenin and the Bolsheviks and they became the rulers.
