A French engineer by the name of de Lesseps
Ferdinand de Lesseps, he a started the project for France 1859-1869, but never finished it drove him insane. However, he did engineer and completed the Suez Canal in Egypt.

The french started the canal but the workers died of disease and it was costing the french to much money so the Americans ended up taking over and finishing the canal.
