There were actually many dictators who emerged in the period between 1918 and 1945. Here's a quick list, and I'm sure there are more that I'm missing:

Adolf Hitler, Benito Mussolini, and some other guy. Stalin was the dictator of Russia/USSR. Adolf Hitler off Germany and Benito Mussolini of Italy if you are talking about World War 2.
As in "Dictator?" The only one who could truly be considered one would be Adolf Hitler.
Mussolini comes to power in Italy. Stalin in the USSR following Lenins death. Hitler in 1933 in Germany. Franco in Spain after the Spanish Civil War.
