During that time Japan was ruled by shoguns. There were two forms of government, in one the daimyo (feudal lord), ruled a piece of land and he had to swear loyalty to the shogun. In the other form, the shogun ruled with the Bakufu that was like a council who advised the shogun . Both types of government worked together.
