I believe you are confusing England with Britain here as there wasn't a position known as Prime Minister during the Kingdom of England's lifetime. The first Scottish Prime Minister of the United Kingdom of Great Britain was John Stuart, 3rd Earl of Bute under George III.

The first Scottish person to hold the office of Prime Minister was John Stuart, the 3rd Earl of Bute, from 1762 until 1763. All though 10 Downing Street has always been the official residence of the Prime Minister it was not used by most early holders of the office, including Bute.

Archibald Primrose, the 5th Earl of Rosebery, was the first Scottish Prime Minister to actually occupy Number 10, from 1894 to 1895. However Primrose spent most of his life in (and was born in) England rather than Scotland, and thus it is disputable whether he truly qualifies. The first Prime Minister to have been both Scottish and born and raised in Scotland was Arthur Balfour, from 1902 to 1905, though he had lived there since Rosebery vacated the house.
