Your owner's manual should have fuse box layout, numbers, and items controlled but it's inside the interior, you could just pull them all and see if any are blown
I'm pretty sure the dealership has to program the fobs. I programmed my key using the instructions in the owner's manual. They're really simple if you follow them step-by-step, but I'm not sure if the instructions for the fob are in there.
