He was a priest and died before he could be ordained as a bishop. Therefore he is not included in the official list of popes.

Urban VII (15-27 September 1590): reigned for 13 calendar days and died before coronation. This was the shortest reigning pontiff.

Pope Stephen was once considered as the shortest reigning pope (3 days) but was removed from the list of popes a few years ago as he died before being installed as pope. He needed to be ordained a priest and then ordained as a bishop before he could take the office of pope. He died before he could be ordained.
