He was a member of the five-man committee charged with preparing the declaration, along with Benjamin Franklin, Robert R. Livingston, Roger Sherman, and future president John Adams.

There was no US President at that time. It wasn't until March 4, 1789, the day the that had been fixed for the new government under the US Constitution to open, that there was a President. There was not even a President under the earlier Articles of Confederation.
