LBJ did not appoint a new vice president after he became president. The office of VP remained unoccupied until the 1964 election in which LBJ chose Hubert Humphrey to be his running mate and eventual VP.

Following President Kennedy's assassination, President Johnson was without a vice president from November 22, 1963 until January 20, 1965. President Johnson's running mate in the 1964 election was Hubert H. Humphrey; and following their victory, Humphrey was sworn in as President Johnson's vice president on Inauguration Day, January 20, 1965.

The position of vice-president was left vacant until Hubert Humphrey took office on January 20,1965.

When Kennedy was killed in 1963, Vice-President Johnson became President and there was no vice-president. In Nov. of 1964, Hubert Humphrey was elected as vice-president and took office as VP on Jan. 20, 1965.

The 25th Amendment to the Constitution was passed on 1965 July 5, and took effect on 1967 February 10, allowing for the legal replacement of the Vice President outside of an election, so that the position of Vice President need not be left vacant.

Lyndon B. Johnson didn't have a Vice President, if he would have been unable to fulfill the duties as president, Sam Rayburn would have been sworn in, when a vice president assumes the role of president, there would be an absence in the Vice Presidential position as they are relatively unneeded, only to cast the tie breaker vote in the event of tie, which the Speaker of The House would now do in the unlikely event of a tie (it's only happened once in 1825)

in 1967, the 25th Amendment to the Constitution was approved, adding a procedure in which the President would nominate a new vice president, who would take that office after confirmation by a majority vote of the House and the Senate.
