When the Franco-Prussian War began, "Germany" did not exist. What is now Germany was at that time a bunch of small countries. Since 1867, the northern half of Germany had been joined into the "North German Confederation" (NGC). This basically forced everyone into a single country ruled by Prussia- although Prussia already controlled most of the territory of the NGC anyway.
The North German Confederation and Prussia were the major players in the war. Other German countries sided with the NGC as well- Bavaria, Baden, Wuerttemberg, and Hesse.
After Prussia won the war, those four allies joined with the NGC and merged together into a single country. This was the German Empire, and the King of Prussia became its first "Kaiser" (emperor). The German Empire was set up sort of like the United States- all these small countries became "states" within the Empire, each with their own government below the "federal" government of the Kaiser. The Kaiser continued to be the King of Prussia, and, for example, Bavaria still had its own king.
