Richard M. Nixon was the President of the United States in the late 1960s through the early 1970s. The Watergate scandal brought fresh divisions to the country and ultimately led to his resignation.
In 1970, president Nixon tried negotiating with North Vietnamese officials by making promises of reform and helping to modernize the country. This worked out well for both Nixon and the Vietnamese, Nixon was able to pull the U.S out of the war and the Vietnamese began restructuring.
