Benito Mussolini was the leader of Italy.

Hirohito (Emperor Showa) was the Emperor of Japan, but did not exercise day-to-day control of the Japanese government. There were a number of different Japanese Prime Ministers during the War. Hideki Tojo was Prime Minister for most of the war. Following him were Kuniaki Koiso and Kantaro Suzuki.

Hungary was led by Miklos Horthy. Romania was led by Ion Antonescu. Bulgaria was led by Tsar Boris III.
