Apparently George W. Bush used the Presidential power of pardoning and commutation in a more restrained fashion than most. 189 people were pardoned, but had served their full sentence first.
Of the 11 who's sentences he commuted, the last two were Ignacio Ramos and Jose Compean - two border guards convicted of shooting and wounding a drug smuggler, than trying to cover up the incident. The sentences were commuted on January 19, 2009.
