It is false. The election of 1796 resulted in a Federalist president and a Republican vice president.
In a way this is what happened in 1912. Former President Theodore Roosevelt, who was elected as a Republican Vice President in 1900 and as a Republican President in 1904, tried to get the nomination in 1912, but when he failed to get it, he ran as a third party candidate against the incumbent Republican president William Howard Taft. Both were defeated by Democrat Woodrow Wilson.
The two men who ran for Vice President were Joseph Biden (Democrat) and Paul Ryan (Republican). Since President Obama won re-election in 2012, and Joe Biden was his running-mate, Mr. Biden won a second term as Vice President.
Paul Ryan
The candidate for the Democratic-Republican Party in the election of 1796 was Thomas Jefferson. He ran against John Adams of the Federalist Party and ultimately became the vice-president after Adams won the presidency.
The first female candidate for vice president was Sarah Palin. She was the running mate of John McCain in 2008.
When a candidate runs for office, he picks a running mate. When that candidate wins, his/her running mate becomes vice president.
The candidate for vice-president is nominated at the same national convention that nominates the presidential candidate.
